Dr. Paul Gaspar, a physical therapist, business owner, and community advocate, is a smart and effective leader, who started Gaspar Physical Therapy in 1994.  Along with his wife, Kristin, he has grown their company to 7 clinics and nearly 150 employees.  His leadership experience is vast and varied, having served on numerous local, state, and national boards, making him an ideal candidate to lead Encinitas and advance smart policies that will bring our communities together.

Dr. Gaspar is happily married to Mayor Kristin Gaspar, the first popularly elected Mayor of Encinitas. She has done a tremendous job focusing on local issues and rejecting partisan politics and divisive rhetoric while bringing the community and advancing projects with overwhelming support, such as the Encinitas Community Park, Moonlight Beach renovations, the Santa Fe Railroad Undercrossing, beach sand replenishment, and most recently, the Veterans’ Homeless Pilot Project Initiative, which is moving forward with the unanimous support of the City Council. With Kristin now running for County Supervisor, Dr. Gaspar plans to continue her positive brand of leadership that earned her an unprecedented victory in her recent Supervisor primary, winning in over 90% of all Encinitas precincts. Dr. Gaspar will consistently lead meetings and community functions, just like Kristin, who is the City’s most requested guest speaker and who effectively attended and contributed to 217 out of 220 Council meetings during the last six years (almost 99%).

Dr. Gaspar is  confident that he will manage the Council meeting and agendas effectively, like Kristin, about whom Encinitas Councilmember Blakespear said, “I consistently admire Mayor Kristin Gaspar’s ability to run an upbeat, positive and efficient City Council meeting. She is a very skilled facilitator, masterfully and gracefully managing the public, staff, and council members for hours at a time.”


As a business owner, and Doctor of Physical Therapy for a company that treats 6,500 new patients annually, Dr. Gaspar has excelled in listening to a diverse community of patients and employees.  And while some leaders may say that they listen, Dr. Gaspar engages in active listening for optimal communication, plan of action, and best results.

Dr. Gaspar’s listening skills and Encinitas community advocacy became extremely relevant during the last year during his leadership on the team, which was successful in preserving and protecting the Cardiff Rail Corridor.  His leadership on this issue came from his concern for the environment, endangered wetlands, preserving parking for beach access, and community character.

In addition to serving on numerous local, state, and national boards, Dr. Gaspar has given his time and countless financial support to numerous organizations serving all five Encinitas communities, including, Encinitas Rotary Club, San Dieguito Sports Medicine Foundation, Encinitas Chamber of Commerce, Pop Warner Football, San Diego Regional Chamber of Commerce, and coaching Encinitas Little League (pictured above).  Dr. Gaspar has been an integral part of the fabric of our community for more than two decades.

Dr. Gaspar and Mayor Kristin Gaspar have 3 children who are the light of their lives; Carson 10, Payton 8, and Addie 6, as well as one dog, Frankie.  Whether it’s working in the Capital to get several state bills signed into law, fighting powerful special interests, the first day of school, a dance recital, a sporting event, baseball, football or cheerleading practice, or a family vacation, Dr, Gaspar is there every step of the way, just as he has been an integral part of Encinitas’ fabric for over two decades.
